This episode had some pretty funny lines, a few of which you mentioned in your podcast. My favorite: “Napoleonic power-monger!” (Jack’s reference to Doc Fraiser)
But as far as Jack muffing words: From what I understand, Anderson liked the idea of a leader who comes off as more smartass than smart, but whose team is brilliant. The writers have always said that Jack was a relatively intelligent guy who acts dumber than he actually is, and we see glimpses of this lots of times during the course of the show.
